The endorsement fee applies to every license holder who intends to harvest Dungeness Crab in Puget Sound, which includes the San Juans, the Hood Canal, etc. If you are going crabbing off the coast of the Pacific Ocean, outside of Puget Sound, then the endorsement is not needed.
