Does the public have a say in rate levels?
The public does have a say in rate levels. State law (Proposition 218) requires the following when local governments need to raise fees for services: – Mail information regarding the proposed fee increase to every property owner. – Hold a hearing at least 45 days after the mailing. – Reject the proposed fee if written protests are presented by a majority of the affected property owners.
