Does the PSC Regulate the Price of Local Telephone Service?
The PSC has different degrees of regulation for different services and different companies, as described below. There are some restrictions on most companies, except telephone cooperatives and competitive local exchange companies, which limit increases in rates for residential and business basic local service. AT&T, Verizon, and a few other companies have unlimited freedom to raise prices for optional services such as call waiting and caller identification, and packages and bundles which include such optional services.
