Does the provider have the ability to negotiate the terms of their contract?
To be fair, every County contractor receives a similar contract as other contractors, so negotiation of standard County language is very rare. Billing and payment and service descriptions (i.e., Statement of Work) are unique to that contract, and are therefore some of the few items that can be negotiated within a contract before it is executed.
