Kings and Queens are allowed to Wage War against Counties from their Kingdom even if they are still under the Protection of the Council of the Lords. Regarding casting Maleficent spells and performing Operations, Kingdom Kings and Queens cannot bypass the Protection of the Council of the Lords.
