There are three exceptions: a) if the funds are expended in compliance with federal requirements, b) if it involves a contract between Commonwealth agencies or other governments (except as provided in Chapter 19 of the Procurement Code), and c) if the expenditure is in compliance with funding by a gift, grant, bequest or cooperative agreement.
