If only! The line item veto was actually used and introduced during the Clinton administration. Unfortunatly, the line item veto was challenged and gone away because Clinton used it to do away with a piece of pork. If I remember correctly it was based in NYC where there was some exorbanant fund for some bathrooms or some such. The state of New York challenged the Line Item Veto Act (1996) and eventually got it ‘deleted’ by the supreme court with a 6-3 vote.
