No. That’s the fun of it! During the flight, the pilot will be constantly evaluating landing options. He will be looking for vacant lots, empty fields, parks, parking lots, and other possible landing sites. Balloon pilots are known for constantly changing their minds about landing sites as wind conditions dictate.
