When you copy DVD movies to DVD-R disk copying software compresses video to make it fit an ordinary DVD which is of twice smaller capacity. Any compression adds some distortions and such a DVD copy isn’t a 1:1 copy anymore. However these distortions are hard to seen and felt in most cases so when you watch such a movie it looks exactly like a ‘true’ DVD copy. So, the answer is: yes, DVD-9 to DVD-5 copying reduces picture quality but you won’t notice it is actually reduced.
