Republic of China was the legitmate government of China from 1911 to 1949 so if it was refering to the historical period, then no, Chinese from mainland don’t take it as offence, however as they (so do almost every country in the world) recognized People’s Repulic is the government of China, it will surely be seen as humaliating to them if you show a ROC flag now in anywhere other than in Taiwan.

People’s life were not good for the period under ROC/KMT ruling of China. Highly courption, the rich was getting richer, and the poor was getting poorer.
