They do random checks as so many people try this and yes it is a charity so there are limited funds. If you are that hard up then you should qualify for either council tax or housing benefit. I lived at home when I went back to study which meant even though I was on a very low income I didn’t qualify-it’s not fair but those are the rules.Maybe it should be government funded but I don’t see that happening! You could always ‘transfer ownership’ of your cat to your friend for a day….. and donate to the PDSA when you are working again? Edit: I take it you are living in halls of residence? I think a form of ID is the extent of their check so you could go along and see and if they asked just say you don’t have any on you-that’s the worst that can happen really. edit again!: It looks like you have to register first http://www.pdsa.org.uk/eligibility.
