Does the passage of medical marijuana laws increase use of the drug among youth?

No. Since the passage of California’s medical marijuana law (Proposition 215) in 1996, marijuana use among youth has declined significantly. See www.mpp.org/teens for more information.

it doesn’t necessarily have an impact on how many kids smoke. but if they need weed and they’re normal guy isn’t in town, it is a second source to buy weed

If marijuana is decriminalized–and the government stays out of it and doesn’t regulate the hell out of it–then a likely consequence is a decline in illegal dealers, just as bootleg alcohol sales plummeted following the repeal of Prohibition.  If the legitimate sellers of weed stick to the law and don’t sell to minors (and some are bound to break the law, just as some who sell alcohol sell to minors), then there should be a decrease in the availability of weed to kids.  This won’t keep them from growing their own or talking an older sibling into buying it for them, but I would still expect a significant decrease in use among minors
