No. The vast majority of DoD contracts are awarded by DoD field organizations. SADBU publishes two useful guides to these organizations — Small Business Specialists, which lists the small business points of contact for each organization, and Selling to the Military, which describes the principal interests of each organization. Both guides are available in the “Publications” section of this web site.
