Does the organisation have to repay this unspent money to London Councils?
Yes, it is repayable because London Councils grant monies can only be used for the purposes for which they were agreed. However, there are a number of reasons why under-spending may have occurred, and a number of ways this may be dealt with depending on those reasons.
