Does the OpenType FDK support all types of OpenType fonts?

This answer is mixed. MakeOTF can take as input only Type1® PostScript® fonts, and CID PostScript fonts, and it can only make OpenType/CFF fonts. It can also use TrueType fonts as input by converting them to Type 1 using CFFChecker. However, it cannot make OpenType/TTF fonts and using TT as input cause hint information to be lost. Also, all the other tools will work with OpenType/TTF and TrueType data-fork fonts.
