All emergency care is free. Non emergency care can be free if you are an EU national or from a country with a reciprocal agreement, the UK government agrees to pay for health care for nationals of that country because that country agrees to give free care to British nationals. Foreigners who have emigrated into Britain also get NHS treatment.
