Yes, although it may not include some extensions that are available with the latest versions of COBOL compilers. However, it is my understanding that some compiler manufacturers removed the Report Writer Feature, so in some comparisons the OS/360 MVT COBOL compiler may have more functionality than the latest and greatest version.
