No. The moratorium only affects new business licenses issued by the Taxicab Commission and the Department of Consumer & Regulatory Affairs. It does not affect your DCTC vehicle license ($35), which is currently issued at the Department of Motor Vehicles. It also does not affect renewal of current H-Tag or L-Tags at the DMV.
