No. Your film may be 7 minutes long plus 1 minute of credits.

Films entered in the two short film categories (10 minutes or less in length) must not exceed 10 minutes, including credits. Films entered in the 30-second Public Service Announcement category may exceed the 30-second time limit for credits. The added time for credits in the 30-Second Public Service Announcement category must not exceed 5 seconds. This additional time may only be used for credits, and not additional content.
