A. Yes. In the context of a qualified access program, the EULA allows the nonprofit or K-12 public school to sublicense the OS to the individual user. The access program must have the sublicensee sign a statement stating that they will “abide by the terms and conditions” of the MAR Donation Program EULA. The information regarding the individual recipient and the license transfer should be kept by the MAR (or qualified nonprofit or school) in case of an audit.
