Yes and no. There are pretty small streets on those maps included, and travelling from city to city (even smaller towns) should not be a problem. But don’t expect to be able to navigate up to a certain house number. That won’t work. For that, you need the more detailed maps. Basically, Major Roads of Europe contains all the numbered road + a little bit more.
