A. Supplement, not supplant requires the school to use Title I funds and other federal education program funds included in the schoolwide program only to supplement the total amount of funds that would, in the absence of the federal funds, be made available from non-federal sources for that school, including funds needed to provide services that are required by law for children with disabilities and children with limited English proficiency. In general, it is the LEA’s responsibility, not the school’s, to ensure that a schoolwide program school receives all the state and local funds it would have received had it not been a Title I schoolwide program school. The LEA must be able to demonstrate that it distributed state and local funds fairly and equitably to all its schools, including schoolwide program schools, without regard to the school’s receipt of federal resources.
