No. Wrapping paper, ribbons or tape, items attached to a product and related items are products, not packages, if sold to the consumer for home use and as such are not subject to the law. Packages that are sold to the consumer as “gift-wrapped” items would be subject to the law. Promotional items such as candy or toys that are attached externally to “gift-wrapped” packages are not considered part of the package and are not subject to the law (except, of course, for any additional packaging which might surround those items themselves).
