Does the internal lining inspection require a person to physically enter the UST?

In some States such as Illinois and Pennsylvania, an internal inspection must be performed
via physical entry into the tank to determine the lining hardness, thickness, etc. While inside
the tank technicians will perform an Ultrasonic Thickness Test (UTT) to determine the steel integrity of the tank shell. In the United States these inspection should be perfromed in full accordance with American Petroleum Institute (API) 1631 and National Leak Prevention Association (NLPA) 631. As an alternative to manned entry many States allow tank owners to inpect their tanks via remote control video camera called a Tank Scope, this is a nonevasive method which inserts the video camera through a 4" diameter tank top opening and gives a permenant record on DVD. This test does not provide UTT readings as a manned entry inspection.

It depends on the inspection method chosen. Physical entry into the tank will enable the inspector to perform an integrity assessment of the internal lining and to determine the tank metal thickness by ultrasonic testing.
