No, proceeds from Lifetime Drawing sales will pay the cost of base license fees in the lifetime eligibility package, including dealer fees. Base licenses in the package are: a combination fishing license; first catch record card; big game deer, elk, bear and cougar; small game license; first turkey tag; migratory waterfowl validation; Western Washington pheasant permit and a vehicle use permit. Additional license items such as special hunt applications, raffle tickets, duplicate license documents, or secondary catch record cards are not part of the Lifetime Package and need to be paid by the licensee.
