Depends on how small a tide can be and still be considered a “bulge”. Venus and Mercury certainly exert gravitational forces on Earth, but they are so small and so distant, they for all intents and purposes do not affect us.

No, the gravity of Mercury and Venus are so tiny compared to the Sun it can be ignored.

I suppose theoretically yes, but the size of the tidal bulges is “probably” smaller than your average wave, so it’s impossible to see, and too small to care about. The tidal bulge from Jupiter would be bigger, still way to small to care about, but more than that from Mercury or Venus.
