The Government, in my opinion, has created a “Killer Whale” when they created ORCA. ORCA stands for “Online Representations and Certifications Application”. If you have a small home business that is qualified to do business with the Federal Government and is currently listed in the Central Contractor Registration (CCR) web site (or you are just thinking about trying to do business with the Government), ORCA can save you a tremendous amount of time. Before ORCA, anyone bidding on a Government opportunity had to complete a form representing and certifying that the bidder was in compliance with various Government guidelines and regulations. Now, you can go to ORCA and complete all of the information once, which can be used on all Federal contracts. Not only is it useful for any potential vendor selling to the Government, it also helps the Contracting Officer as they can view every record with the click of a mouse.
