Does the god(s) of Hinduism/Buddhism determine if man will reach Moksha or Nirvana?

I think if a soul is on an advanced stage on the path to Nirvana and takes a physical body to continue on the path, they’re not actually conscious of having a physical body after being repositioned on the level they were at before reincarnating, so their position in a human society isn’t a concern to them. They see the affairs of the world as an illusion and their consciousness is on a higher plane of illusion where they meet with the angels or masters of those worlds in order to further break free of the ignorance that keeps consciousness from being free and knowing God.
