Does the game end immediately when someone declares their 4th game complete in Going Gold phase?
Not if any developer has the Extra Lives Special Ability Card in play. The Developer who has played Extra Lives before the game ends may immediately play all the cards out of his hand including Pink Godzilla Character Cards, Power Ups, Guardians, etc. No other developer, however, may play any cards, even Pink Godzilla Character Cards.
