Don’t know if the law addresses your specific situation directly, but that is exactly what a lot of spammers have done. Don’t know if they do it any more since there are more efficient ways to do things, but I had that done to me in the past. So did everyone at my company back then. It’s spam if you send someone an unsolicited email without their permission. If you do business with them then permission is pretty much implicit. If you are fishing, and you have contacts who didn’t care to share their email with you, you may be about to become a spammer. Call one of your contacts and ask him if you can email him some information. That’s the better way to do it.
