Does the FOIA enable other institutions and organisations to steal ideas in module outlines and materials?
The answer depends on the information in question. There have been a number of concerns expressed across the HE sector about the FOIA being used by interested parties to gain access to module outlines and materials to enable them to adapt them for their own use. If disclosing a certain piece of information, such as a module outline, would genuinely damage the institutions commercial position, we would not have to disclose it. We would have to be able to prove the prejudice by looking at what would happen if the information was disclosed.
