According the Daytona Beach City Attorney, no. Since the current Vision Implementation Committee was not created by the City Commission, it is a private entity created by the members of the previously authorized committee. The current committee has not been delegated any responsibility by the City Commission. The current committee has not been charged with any advisory task by the City Commission or authorized to act on behalf of the City Commission in any respect.
