No. Fluorescent light ballasts contain a PCB small capacitor. Disposers should be aware that they could be subject to CERCLA liability if that disposal site is a municipal solid waste landfill that later becomes a Superfund site. Also keep in mind, you must notify the National Response Center at (800) 424-8802 when disposing of a pound or more of PCBs (roughly equivalent to 12-16 fluorescent ballasts) in a 24-hour period. 3.
