Yes they can report it to the Drug and Alcohol Department if they find there is more Electricity being used in a given area or even a particular Street or house than what would be considered average or normal. They can suspect that someone may have an illegal connection to the incoming power line before the metering equipment which then allows the use of more electricity than shows on the actual meter at reading time. They put a “recording check meter” on a pole or underground if you have that incoming type of supply and that will then tell them someone is using more electricity than they are paying for. The normal reason this type of meter bypass is done in most cases is the electricity is being consumed for / by an illegal connection to supply heating and overhead lighting, water pumps timers etc for growing dope / weed in houses barns, sheds etc. or for laboratory equipment for creating other types of chemical drugs etc.
