Yes. The Waste Water Recycling Plant is currently permitted through it’s EIR to use the same chemicals that will be used for biodiesel production. An investigation into the projected plant emissions and pollution abatement has been performed, and is described in the CEQA amendment in section 3.2 – Air Quality. This document is available at the City of Pacifica Web Site. The investigation was performed by TRA Environmental Sciences ( www.traenviro.com) The EIR gives descriptions and quantities of all chemicals to be used at the plant. In fact, the WWTP has permits already in place for methanol and sodium hydroxide. Methylate, which will be used at the biodiesel plant, and which is essentially sodium (or potassium) hydroxide in methanol, is handled in exactly the same way as the methanol itself. All information regarding these chemicals has been detailed in the EIR.
