No it does not. The earth currently has a tilt of 22 degrees. and it spins on its axis (and tilt) as it makes it orbit around the sun, which is elliptical and not perfectly round (more of a oval) adding the tilt creates our ‘season’s. if the earth did tilt back and forth as you say, the force or movement would be so great that our gravitational force would greatly affect the earth and all its habitants (thrown off?!).
