The Ministry of the Environment establishes the effluent criteria for wastewater treatment facilities through Certificates of Approval (C of A). The Pickard Centre is currently operating in full compliance with its C of A. The issues addressed by this study are beyond the scope of the current basis for approvals as issued by the Ontario Ministry of the Environment. It is for this reason that EEM reporting is considered progressive in nature, given its holistic approach.
