The FEMA Administrator may, in unusual and extraordinary disaster conditions, authorize the use of travel trailers, but only for use on private property; only when the disaster victim is expected to have a permanent housing solution within 6 months; and only if those units meet required air quality levels. FEMA will only consider travel trailers in its existing inventory or those purchased “off-the-lot”.
