Generally these should not be substituted. The statement should not be used to retrospectively justify decisions on a different basis. If there is an error in the original decision, the decision should be reconsidered and a new decision given. If there are new reasons which appeared after the decision was made, give a separate statement of those reasons, clearly distinguishing between the two statements.
