Does the data in the training file need to be normalized before using it to train any network?
All network training algorithms automatically perform normalization on the input training data file. The training algorithms estimate the input means and standard deviations and subtract the mean from the inputs, making them zero mean. Thus it is not required that the user obtain a training data file with normalized inputs in order to train a network.
