Does the CPSC staff know of any test methods that would be suitable to determine phthalate content as part of a reasonable testing program as required for general conformity certification?
Yes. While no specific test method is required for general conformity certification, and other reasonable test procedures may exist, the CPSC staff has used a method for percent phthalates determination, a summary of which can be found on our website (www.cpsc.gov/about/cpsia/phthalate_test_method.pdf). CPSC staff believes that this approach for determining percent phthalates is a reasonable test method to extend to the six phthalates (DEHP, DBP, BBP, DINP, DIDP and DnOP) referred to in the CPSIA. There is no screening test for phthalates that is similar to the XRF screening process available for lead testing. On or about June of 2009, when the Commission must approve an accreditation procedure for labs to conduct third-party testing for phthalates, the Commission may provide additional guidance on test methods to be used for phthalates testing. Third-party certification will not be required until September 2009, but general conformity certification will be required for products manufa
