Yes. The annual maintenance of these facilities is essential to roadway safety. Also, the quicker water is removed from the pavement the more advantageous it is for the life of the pavement. Water permeates asphalt/cement and penetrates into the subgrade-removing fines, creating voids, and causing stress. When loads are placed over time, cracking develops causing the eventual disintegration of the pavement. The quicker water is drained from the roadway the less this aging process takes place.
