The money spent on the consultation/ballot phase was funded from a specific “contingency” reserve that the Council had set aside to meet major projects or to meet future risks. The Council doesn’t get the money back. However it can use the equivalent amount of the capital receipt, (which is the money received from the sale of the properties), to build back these reserves to the prudent level without impacting on other Council services.
