The City offers low-interest loans and, in some cases, grants, to Fullerton homeowners for certain home improvements. The program is available to qualifying, low-income households for roof replacement, exterior painting and/or handicap modifications. A separate program is available for seismic retrofit repairs to qualifying low-income households. Loan terms are either 6% for fifteen years, or deferred payments, depending on qualifications.
