Does the City of Vancouver raise utilities rates each year?
No. Vancouver has not raised water rates since 1998. Sewer and solid waste (garbage) rates have not changed since early 2007, though operating expenses for all utilities have continued to increase with energy and other inflationary costs. Stormwater or drainage rates have been changed since 2006. Utility taxes on water, sewer and stormwater have risen by one-half of 1 percent each year in 2006, 2007 and 2008.
