Yes. A child covered by a group health plan pursuant to an NMSN is a beneficiary under the plan. The Internal Revenue Service (which has jurisdiction over such questions) has informed the department that a child covered pursuant to an NMSN is therefore a “qualified beneficiary” with the right to elect continuation coverage under COBRA, if the plan is subject to COBRA and if the child loses coverage.
