Does the CFR only capture school controlled capital and not the wider LA capital?
Yes. Schools are not required to account for capital expenditure which is spent by the LA. The returns should include use of Devolved Formula Funding, and capital funding from other sources such as fund raising or sponsorship. This would include the money a school might raise for its contribution to a Seed Challenge initiative.
