Under normal conditions, the hardware (network and CPU) can keep up with the load from all cameras, so yes, it should. However, if some or all cameras start sending motion-intensive data which bogs down the processing modules, the CPU may not be able to keep up. In this case, the central computer will have to drop some of the incoming data to shed load. How you do this is up to you. However, consider the design scenario: is it better to drop every other second of video from every camera, or better to drop all the video from half the cameras?
