Does the cataract form on the outer surface (cornea) of the eye?
No. A cataract is a cloudy or opaque area in the lens of the eye. The lens is located behind the pupil and iris. Light that enters the eye passes through the lens that focuses light on the retina. Normally the lens is clear and transparent, but the lens may become cloudy with age, at which time it is called a cataract. See What is a cataract.
