If the others in the bridal party do wish to make a speech, they can do so, but it’s not usually required. If he wants to say something, the best thing to do is a quick recap of a memory of the bride and groom and wish them well – like “I remember when they were first dating, they fought so much I thought they hated each other! Good thing they didn’t though, because they look so much happier now. Best wishes to you guys, love you both!” Something like that. I’m not exactly a speech writer. >^.
